Workforce Adjustment Update - 2 June, 2020

Dear Sisters and Brothers;

Earlier today, IBEW 2034 met with representatives of CUPE 998 and Unifor 681 in order to brainstorm on possible ways of eliminating, or at the very least, reducing the need for Hydro to requires either layoffs or days without pay in order to meet its cost reduction targets.

After productive discussions, all three bargaining units remain united in their goal to eliminate layoffs and to reduce, as much as possible, any negative impacts that might befall members as a result of Hydro's cost reduction mandate.

To that end we've sent a letter to the Vice-President of Human Resources requesting a joint meeting tomorrow and we've outlined topics for discussion at that meeting.  The text of that letter is included below.

Dear Ms. Harrald;
 
Further to your offer to make yourself available to the unions at any time, in order to address potential layoffs at Manitoba Hydro, we are hereby requesting a meeting with you, and whichever staff you deem appropriate, tomorrow June 3rd, 2020.
 
The purpose of the meeting will be to provide you with the unions’ reaction to the proposed Memorandum of Agreement presented to us on 29 May, 2020, and to explore the following alternatives to layoffs.  The alternatives we wish to discuss are designed to find the necessary cost reductions required by the Corporation, while at the same time removing, or at least minimizing, the detrimental impacts that workforce reductions will have on the Corporation and its employees.
 
There are key areas that we wish to jointly consider.  These are:
 

  1. The use of voluntary retirements and applying the cost savings that could be realized from such towards the Corporations cost reduction goal.
  2. Forming appropriate committees with each of the bargaining groups to identify contracted work which could be deferred or moved to in-house labour.
  3. Modification to your 3 unpaid days proposal.
  4. The Work-Share program as you proposed earlier.We are interested in how your suggestion might be implemented.
  5. The guarantee of no layoffs for the fiscal year.
  6. Reassurance to fill retirement vacancies in the bargaining groups (after the proposed layoff period).
  7. Hydro to covering the costs of any mailing and balloting required of the bargaining units.
